		<description>I am(foreigner, non Malaysian) currently holding P licence and will expire in April 2012, I want to exchange it to Competent drivers licence but the thing is i am currently in Netherlands and I wont be visiting Malaysia during the expiry time of my P licence. 
Can my friend convert the P licence to competent licence by going to JPJ without me being there. 
Is it possible, or a private driving instructor can do this on behalaf of me?</description>
