When I started as a driving instructor more than 40 years ago, we already had 2 brakes in our cars. Generally, the driving school is under strict control by the Malaysian Road Transport Department. All cars used for instruction have to undergo inspection every 6 months by a privately owned entity, Puspakom. All instructors have teaching certificates, the S.M.2. Further, all cars used for driving instruction are covered by insurance. For your info, all driving school cars have 2 brake system.
