JPJ has refused your request probably because road tax and license offences have to be brought to court. It cannot be compounded.

There appears no reasons why Oman license cannot be converted into Malaysian driving license. With Oman’s IDL, you certainly can purchase a car and drive here.

Can I convert Oman Driving License to Malaysia local License?
If not, then can I purchase a car and drive in Malaysia with International Driving Permit issued from Oman and how long?
