The recent Ops Sikap 22nd, conducted recently for a period of 15 days from 3rd to 15th September 2010, has just ended. And I am certain readers must surely be very excited to know of the results.

The 22nd Ops Sikap, which was held recently with the balik kampung or exodus back home to motorists places of residence, be it in Penang, Kelantan, Terengganu, Johor, Singapore or Perak, saw millions of motorists going back home for the Hari Raya celebration.

Briefly, the results of the 22nd Ops Sikap, though not successful was a little bit wee better than the previous Ops Sikap 21st of last year. This was because Ops Sikap 22nd reported that fatal accidents on the road this time was slightly lower. It had dropped by 9.5% of this year around. A total of 218 road deaths were reported as compared to 241 cases during last year’s Ops Sikap 21st conducted in 2009.

The Transport Ministry, and its Minister, Datuk Seri Kong Cho Ha, appreciates very highly all effort by the Road Safety Department, the Road Transport Department, the police, the Fire and Rescue Department and other inadvertently not mentioned, that have all ensured the smooth traffic flow during the recent campaign.

Nevertheless, the number of fatalities are still high. Datuk Seri Kong reiterated that we should not be satisfied with the minor drop of only 9.5%. We should however strive to achieve the Zero Fatality Vision (Z.F.V.), which actually refers to the goal that no one is killed or seriously injured within the road environment.

In conjunction with this aim, the Transport Ministry intends to tighten traffic rules enforcement beginning with the forth coming implementation of the Automated Enforcement System (A.E.S.) very soon throughout the entire nation. Datuk Seri Kong ensured the public, the forth coming system will be sure, swift and also severe.

Under the new system, traffic offenders who commit traffic offences will surely be apprehended, swiftly be informed and severely be disciplined by the Transport Ministry. Under the new system, there will be minimum contact between the enforcement officer and the offender concerned. The use of cameras at high risks areas or road accident black spot areas, increases the chance of traffic offenders being caught or arrested.

Talking further on the Ops Sikap 22nd campaign this year, it was said that under cover Road Transport Department agents have succeeded in arresting 3,500 motorists for committing various traffic offenses along the country’s 202 death stretches in the recent campaign.

Its Director-General, Datuk Solah Mat Hassan said that among the many offences that were reportedly committed by motorists include beating the red light, queue cutting, using the emergency and road shoulders, overtaking at double lines and of course using hand phone whilst driving.

Datuk Solah explained that his officers have gone undercover traveling and stationing themselves at death stretches dressed in civilian clothes and equipped only with their cameras.

Notices are currently being scrutinized and they will be issued to those involved. They will be called in for interviews during which the department will state its case and motorists will be allowed to state their views.

On the other hand, motorists have been rather supportive by sending in their photographs of other motorists committing road offenses. These photographs will be used to book errant motorists too.

Besides checking buses, the Road Transport Department also issued summonses and checked urine of bus drivers for drug abuse. A total of 17 lorries and trailers have also been booked for violating the heavy vehicle ban on September 8 and 9.

Motorcycle riders have also not been spared when a total of 519 summonses were issued mostly to those not wearing helmets and not having valid driving licenses. All in all, the Ops Sikap 22nd campaign was a successful and fruitful campaign nonetheless. All motorists eagerly await the launch of Ops Sikap 23rd next year!
