Pihak J.P.J. Akan Menaiki Bas Ekspress Sebagai Penumpang

Berikutan perlanggaran bas-bas ekspress kebelakangan ini, misalnya yang melibatkan bas 2 tingkat di lebuhraya Simpang Pulai – Cameron Highlands di mana seramai 27 orang Thai, serta 3 orang rakyat Malaysia telah terkorban, pihak Jabatan Pengangkutan Jalan (J.P.J.) telah membuat keputusan menyertai bas-bas express dengan tujuan memberkas para pemandu.

Pegawai-pegawai dari J.P.J. di laporkan akan menaiki bas-bas ekspress sebagai penumpang-penumpang biasa dengan harapan dapat menangkap pemandu-pemandu bas melakukan kesalahan.

Baru-baru ini telah dilaporkan bahawa para pegawai dari J.P.J. akan berlagak sebagai penumpang-penumpang biasa demi memperhatikan tingkah-laku pemandu-pemandu bas ekspress, demikian kata Datuk Kong Cho Ho, selaku Menteri Pengangkutan Jalan Malaysia.

Untuk makluman para pembaca, di umumkan bahawa perjalanan dengan bas ekspress merupakan di antara salah satu pilihan perjalanan yang paling merbahaya di Malaysia hari ini.

Tahun ini sahaja, bas-bas ekspress yang terlibat dalam kemalangan-kemalangan yang ngeri dan dahsyat telahpun di laporkan. Setakat ini, 2 syarikat bas ekspress yang besar, lesen ataupun permit mereka sudahpun di batalkan oleh pihak Commercial Vehicle Licensing Board (CVLB).

Menurut suatu laporan yang tebaru, operasi yang di jalankan oleh pihak J.P.J. dari tempuh 31hb Disember 2010 hingga 2hb Januari 2011, iaitu tempoh 3 hari sahaja, beberapa bas-bas ekspress telahpun di saman untuk beberapa kesalahan-kesalahan di bawah Tourism Vehicle Licensing Act 1999 (Akta 594).

Di bawah, izinkan saya menyeranaikan kesalahan-kesalahan yang membabitkan bas-bas ekspress:
1) Tidak ada senarai penumpang-penumpang – 71 kesalahan.

2) Tidak mempunyai jadual rancangan – 20 kesalahan.

3) Tidak mempunyai pembantu pelawat – 18 kesalahan.

4) Tidak mempamerkan permit – 7 kesalahan.

5) Mengubahkan kedudukan struktur bas – 11 kesalahan.

Manakala di bawah Akta CVLB 1987, kesalahan-kesalahan yang di laksanakan oleh bas-bas ekspress itu termasuk:
1) Tidak mempunyai lesen memandu sah – 2 kesalahan.

2) Memalsukan dokumen-dokumen – 2 kesalahan.

3) Beroperasi sebagai bas ekspress – 2 kesalahan.

4) Tidak mempunyai insurans – 2 kesalahan.

5) Lain-lain kesalahan – 11 kesalahan.

Jumlah kedua-dua kesalahan adalah 148 kesemuanya. Berikutan operasi yang tertera di atas, Datuk Kong telahpun memberi amaran tegas kepada pengusaha-pengusaha bas ekspress serta para pemandu bas, supaya meninggikan lagi prestasi mereka ataupun menghadapi konsekuen-konsekuennya.

Berucap tentang operasi yang terbaru ini, J.P.J. mengatakan bahawa pegawai-pagawainya akan membeli tiket dan naik bas-bas express secara random. Mereka bertugas memperhatikan tingkah laku para pemandu sepangjang perjalanan.

Tambahannya pula, juga akan memperhatikan adalah sama ada para pemandu serta syarikat mereka melaksanakan kesalahan-kesalahan yang lain umpama seperti melaksanakan perjalanan laju dan sama ada bas tersebut mempunyai pemandu kedua ataupun tidak. Soalan pembantu-pembantu pelawat akan pun di perhatikan.

Akhirnya, Datuk Kong memberitahu keputusan operasi yang akan di jalankan, laporannya akan di sertakan kepada Kabinet pada bulan Jun ini. Saya mengharapkan bahawa kempen ke atas bas-bas ekspress dapat mengurangkan kes-kes kemalangan yang melibatkan industri bas ekspress hari ini.

Tips to Passing JPJ Undang-undang Test


After attending JPJ’s 5 hours course on “Undang-undang”, most potential students sit for the test on Rules and Regulations.

Though this simple test can easily be attempted by most, nonetheless, some find this test slightly difficult to pass.

The passing mark required is 42. Some failed this test by 1 or 2 marks. Thus, they have to attempt this test twice or thrice over.

As such, my intention in writing this article is to provide tips on how to pass this simple yet intriguing test at first go.

First of all, I’ve been involved as a lecturer for many years. Therefore, I feel I have the experience and expertise to help those facing this predicament.

The paper itself is divided into 3 parts. Section A (the undang-undang section consists of 15 questions). Actually, this is the easiest section of the three. One should attempt to secure ALL 15 questions correct.

To pass, you should not make any mistake at all.

Section B (on Panduan Berhemat or Prevention of Accidents) comprises 25 questions. Questions are a little longer and slightly more difficult. Nevertheless, study this section carefully.

Being more difficult, you are therefore permitted to make 3 to 4 mistakes. But remember, nothing more than that.

Now, coming to Section C. This tests a student on what’s called the A.P.J 1987 (Akta Pengangkutan Jalan 1987) and the “Demerit System“. Many students ignore this section completely.

That is where the mistakes lies.

My advice is – this is where the problem exists. These two topics is the keystone to being a good driver. So study well these topics.

It’s not only important to the potential driver, but it is also the gateway to securing a PASS. Again, remember not to make more than 2 or 3 mistakes.

Bearing in mind you have made no mistakes in Section A, only 4 mistakes in Section B. And in Section C, 2 or 3 mistakes. Thus, with a total of 7 mistakes made, you are on the way to securing 42/43 marks required to pass this problematic test.

Try it out and see the difference.

Before approaching this test, make sure you are competent in computer. Seek your driving instructor or Institute’s assistance if you have to.
