Rayuan Untuk Lesen “P” Dan C.D.L. Yang Tamat Tempoh
Lesen “P” yang sudah habis tempohnya 2 tahun, harus di tukarkan kepada Lesen C.D.L. (Competent Driver’s License) dalam 1 tahun habisnya tempoh percubaan.
Gagal menukarnya ke jenis lesen C.D.L. akan akibatnya di batal.
Menurut Seksyen 29 (1)(b) A.P.J. 1987, lesen-lesen yang sudah melebihi 3 tahun tidak boleh di terima rayuannya.
Pemegang Lesen “P” boleh buat rayuan kepada pihak tertentu. Antaranya alasan-alasan yang dapat di pertimbangkan termasuk:
1) Menuntut di luar negeri.
Ada kalanya, seseorang itu menuntut di luar negeri buat beberapa tahun. Dalam kes demikian, bekalkan bukti-bukti seperti Pendaftaran, pengesahan Kolej atau Universiti dan sijil-sijil yang ada. Bukti seperti tiket-tiket pesawat juga dapat di terima.
2) Masalah peribadi.
Ada sesetengah orang mempunyai masalah peribadi. Akibatnya, mereka tidak dapat berurusan untuk menukarkan “P” mereka.
Dalam kes seumpama demikian, Pengarah jabatan dapat mempertimbangkan kes-kes yang wajar dan baik untuk rayuan.
3) Sakit / uzur.
Akibat sakit ataupun uzur, seseorang itu tidak dapat berhubung dengan pihak J.P.J. untuk menukarkan lesen “P”nya ke jenis C.D.L.
Dalam kes-kes demikian, harus bekalkan surat-surat klinik atau hospital sebagai bukti. Sekiranya tidak dapat bukti-bukti tertera di atas, dapatkanlah surat-surat pengesahan seorang doktor yang terkenal pun jadilah.
4) Di penjarakan.
Percayakah tidak, ada orang yang kena di penjarakan sewaktu mereka hendak menjalankan urusan penukaran “P”nya ke jenis C.D.L.
Akibat ini, mereka tidaklah dapat berinteraksi dengan pihak pengangkutan jalan untuk urusan sedemikian.
Dalam aspek ini, harus bekalkan bukti-bukti seperti pihak mana yang membuat penahanan, di mana penahanan itu berlaku, tempoh masa penahanan dan sebagainya.
Sebagai pemilik lesen “P”, anda mempunyai kuasa untuk sama ada menerima mahupun menolak sebarang rayuan. Keputusannya adalah pun “muktamad”.
Bercerita berhubung dengan rayuan “P”, maka perlu pula di sentuh rayuan C.D.L. (Competent Driver’s License) yang di batalkan selepas 3 tahun, maka secara automatik, lesen itu di anggap di batalkan.
Rayuan boleh juga di buat. Tetapi perlu di ingatkan bahawa rayuan hanya boleh di buat atas 2 alasan saja, iaitu:
1) Orang yang merayu berada di luar negara .
2) Orang yang merayu itu sedang menjalankan hukuman penjara.
Sedih bahawa tidak ada alasan lain yang dapat di pertimbangkan.
Kepilkan bukit-bukti penahanan penjara dan bukti-bukti “passport” (kalau berada di luar negara) untuk menyokong rayuan anda.
Tanpa bukti-bukti yang kukuh di atas, malangnya rayuan terhadap lesen anda tidak dapat di pertimbangkan.

Your “P” expired on 11/9/08. You should have converted to C.D.L. (Competent Driver’s License) by 10/9/09. You have now to appeal to Pengarah, J.P.J. in Putrajaya.
J.P.J. Putrajaya will inform you regarding what to do after this.

hai, i have similar prob with chuin. i have my ‘P’ but i went to study. n when i got back, its more than a year already. im really worried. how do i do the plea?? i need to go to putrajaya with my plea letter and evidence or do i send the plea letter first?? if so, to whom do i send it to?i tried accessing the jpj website but failed. please help me.tq

Dear Suhaila,
As your “P” has expired, you have to visit J.P.J. Headquarter at Putrajaya.
It is a good idea to bring along evidence of your studies such as registration, college verification, certificate etc. You can also use your airline tickets as supporting prove.

Few days ago I went to JPJ malacca to upgrade my P license to CDL.
Unfortunately they not be able to process it because I have been blacklisted.
So I asked my ex-driving’s instuctor to clarify for me and he said ;
My ‘P’ license has been blacklisted due to 2 cases :
1. Involved in a road accident
2.Failed to put ‘P’ signed at my new car
He said I have to write ‘surat rayuan’ but I dont know how and what should I say in the letter. I dont know to whom should I pass this letter.
Please give me some advice and can you let me know whats gonna happen if my license has been blacklisted so I can prepare anything in advance, (T.T)
Write to Putrajaya to explain your predicament. It would be best you visit J.P.J. HQ to talk to the officials regarding your case.
Hi Mr. YAp, I just passed my Part 2&3 test today. I already received all the results. I have one question regarding on how to apply the “P” license. It is compulsory for student who just passed the test to make the license A.S.A.P or how long the result will valid? Because it didnt stated in the forms. Really appreciate ur help.
Results of practical tests lasts 1 year. Suggest you get your CDL as quickly as possible.

If your Part I has expired, you’ll have to resit it again. Sorry, appeals are not allowed.

Your “P” has become null and void. You have to go to JPJ Putrajaya regarding retest of Part II and Part III.
now i am using P license B2 and D..the problem is this end of year im going to UK for study and i suppose to change my P license to CDL by Nov next year and it is quite impossible for me to go back M’sia before i finish my study which is taking 3 years time starting next year..help me cope with this problem can i dont want to do any retest when i go back to M’sia and i wish i can use my P license to get international driving license so that i can drive there..give me your advise please…
Get a friend or relative to convert your P. P license cannot apply for international license.

With L, go for driving lessons with a driving school instructor.

1. Tiada lesen memandu
2. Tidak memakai topi keledar
3. Mengubah suai ekzos

Hi, if i was overseas at the time after my P license expired, but within the 1 year grace period, do u think jpj will accept my rayuan?
To be exact, i went overseas around 2 months after my P expired and just got back recently. By the time i’m back, already past the 1 year period. Now going to Putrajaya for rayuan but just want to know what u think will be the outcome.
P license expiring after 1 year becomes null and void. Go to JPJ Putrajaya for further advice. Normally, you’ll have to do retest for certain parts.
Hi Mr yap, my P license has expired 5 years ago and JPJ Putrajaya have approved my appeal. Now they need me to provide “Surat kelulusan asal” to apply LDL license for retest of Part II and Part III, however I have lost my “Surat kelulusan” ..where can I get the Part I test result which I had passed 5 years ago?
Inform Putrajaya you don no have the surat kelulusan.
saya belajar memandu pd 1998.. setelah lulus ujian saya tidak pergi mendaftar di jpj atas sebab2 peribadi salah satunya saya mengandungkan anak pertama. saya memiliki lesen L tetapi saya kehilangan lesen tersebut..selepas 5 tahun kemudian saya pergi ketempat sekolah memandu saya iaitu Semasa sekolah memandu di bangsar tetapi telah ditutup.sekarang ininsaya memandu tanpa lesen ..saya telah pergi chek nama saya dekat jpj bangi nama saya masih ada.. mcm mana saya ingin mendapatkan lesen sahb saya tanpa mengambil krusus memandu semula.

pada tahun 2008 saya ada ambil lesen L kereta dan belajar sampai dapat ambil JPJ test, malangnya saya telah gagal di litar sebanyak 3 kali dan saya berhenti dari mngulang smula untuk sambung belajar.
pada tahun ini iaitu 2011 saya brcadang untuk mhabiskan lesen kereta saya. saya ada pertanyaan sama ada saya perlu mengulang test JPJ di litar itu sahaja atau saya perlu ulang dari awal iaitu ambil kelas untuk lesen L kereta.. selama tempoh 2008 smpai skrg saya tak pernah mpembaharui lesen L kereta sy.. saya dah ada lesen penuh bagi motor.

Nampaknya anda perlu hadiri Teori 6 jam untuk kereta untuk mendapatkan lesen L kelas D. Kemudian anda boleh belajar kereta.
saya sentiasa ‘busy’ untuk sambung belajar kereta kerana saya terlibat dengan aktiviti kampus/kolej dan persatuan.. =(
adakah proses belajar kereta yang dimaksudkan cikgu yap itu bermakna saya perlu mengulang semula pembelajaran 8jam kereta di litar dan jalan raya dan kena pra test? betulkah untuk ‘booking’ test JPJ memerlukan tempoh sebulan dari tarikh ‘booking’?

Kalau anda telah habis mempelajari 8 jam latihan and sempurna buat pra ujian, anda layak buat booking ujian. Tarikh ujian dan tempoh menuggu berbeza dari institut ke institut.
hi cikgu yap, early this year i was involved with an acident, and after much discussion and consulting my friends, they advised me to just make a police report.before going to the police we agreed first to consult a workshop, the mechanic estimated that my car need about rm 300 and the car that i ran into needs about rm1000. the police determined that i was responsible for the accident. i have to pay the rm 300 summon to the police. the repair for the my damaged car and the other car was covered by my car’s(my sister’s car actually) insurance. in the summon paper it was written that my fault was ” tidak berhenti dan memberi laluan kepada lalulintas”
i have P license at that time, i need to renew it this september, my question is,what will happen? can this accident affect my upgrade from P to competent driving license? if yes, how? can my license be cancelled?
Pay up the summons. You can appeal for it to be lowered. You should have no problem converting your P to CDL as your offense seems trivial.

dear mr yap i already have B2 license..my P will expire within a few months..if i take D license after i get the full license..will my P continue for the D license..or i will get a full CDL license..thank you.
Your P days over soon. When you have D license for cars, you do not have to use P anymore.

I’m confused is it CDL same with GDL? Sorry if wrong place to put my quesion. If my GDL D already expired on 01/09/2009 is it possible to renew it now before 09/2012 ?
CDL is driving license. GDL is for driving vans and small lorries. A GDL should not expire more than 3 years or it will be null and void.

Saya berpendapat P anda telah tamat tempohnya. Lesen yang musnah dalam kebakaran, anda boleh cuba merayu kepada JOJ Putrajaya untuk di hidupkan kembali. Andainya rayuan anda tidak berjaya, anda terpaksa buat ujian khas dalam tempuh 60 hari. Bagaimanapun, ujian undang-undang dan ujian pra di kecualikan. Anda hendaklah jalankan Bahagian III dan dan Bahagian III.

Dear cikgu Yap, my driving license has expired for more than 4 years because I was residing in the US. Today, I went to JPJ, the lady over there asked me to submit eRayuan on JPJ website. I did that just now. I chosed “berada di luar negara” as the reason of failing to renew. However, there is no place for me to submit or attach the document proving that I was out of Malaysia. Will JPJ approve my appeal? I read from other sites saying that even my rayuan is approved, I only skip pratical test I, I am still required to do pratical test II and III. What are practical test I, II, and III? Thanks
Try appealing to JPJ to have your license reinstated. You might have to do special test for Part 1 and 2.

Kemungkinan sistem demerit mungkin di kenakan meskipun lesen P belum di keluar. Elok bayar saman sebelum keluar lesen P.
