Although involved in “driving school” circles for years and besides being an English educated school boy, until today, I’m not shy to disclose that I do not actually know what the abbreviation “Q.T.I.” means.

Q.T.I. is used by instructors and driving school personel rather widely. Even young, potential driving students should know what Q.T.I. or “pra-ujian” is.

But unfortunately, irregardless whether you believe it or not, this experienced driving school instructor, until today, is not sure, what the above abbreviation in reality is.

The closest I can figure out what Q.T.I. is, is that it ideally should intend to denote “Qualifying Tests at The Institutes”. To make it easier for readers, Q.T.I. in our National Language or Bahasa Malaysia, is actually “pra-ujian”.

All driving students enrolled either with a driving school or institute, has to go through this compulsory test. It is conducted by institute’s experienced instructors prior to a student being sent for his or her practical examination conducted by the Road Transport Department testers.

For readers’ information, the above tests are nowadays carried out at privately owned institutes all throughout the country.

Q.T.I. tests have to be undergone by each and every potential candidate out to secure a driving or a riding license in this country. It is therefore pertinent that an article on it has to be written.

Driving schools, institutes or driving academies as some call themselves these days, have to prepare their students for their practical tests.

And like schools, universities and institutes, where “pre” exams are conducted prior to public exams being scheduled, the driving school and institute fraternity, likewise has to deal with what is known as Q.T.I. tests.

These tests are compulsory. A student has to sit for and pass this test in order to be able to qualify for the real practical test to be conducted by JPJ or RTD testers later on.

Internal driving schools or institute testers, carry out “pre tests” on potential students who take up a driving course, a few weeks prior to their being sent for the real examination.

Looking at it closely, the Q.T.I. exam is indeed a good “yardstick” for institutes to gauge whether a student is competent enough to appear for the real exam or otherwise.

Those students who are unable to drive or incompetent are therefore barred from sitting for the real exam later on.

Students found weak, and unable to drive safely and well, have to undergo further practical lessons with their perspective driving schools and institutes.

Some institutes, this instructor understands, charge a further RM20 to sit for a repeat Q.T.I. exam. Maybe, a lot of money and time is involved.

But, in the interests of better standards of driving in this country, the above requirements and steps should be continued. The Q.T.I. tests imposed upon driving students is in my opinion, a good move.

Nevertheless, it should monitored well and conducted properly. Otherwise, it would defeat the purpose it was intended for.

Documents To Be Brought By The Individual Instructors For Q.T.I:

i. Student’s identity card

ii. Student’s computer card

iii. Copy of JPJ L2B (carbon copy)

iv. Borang or Form SM4 duly filled in

v. Photostate copy of “L” license

vi. Photostate copy of identity card

At most institutes, a payment of approximately RM70 – RM85 is made for a Q.T.I. exam.

Following a payment of the above amount, a receipt is then issued. The counter-clerks will provide the driving school instructor and his student on test the following particulars:

a. Q.T.I Assessment Form

b. A “control” form for entry for practical tests

c. The Registration Book for test should also be duly filled and signed too

What does a student doing the Q.T.I. exam have to undergo?

Similar to the practical exam, which is conducted by officers of the Road Transport Department, the ½ hour Q.T.I. exam, which is conducted by institutes internal tester requires a student to perform the below mentioned things:-

Part 2

i. Going up the slope

a. A candidate is provided 2 attempts

b. A duration of 3 minutes is allocated for this part of the exam

ii. Side parking or parallel parking

a. 5 minutes is allocated for this section

iii. The 3 point turn maneuver

a. 3 minutes provided

b. Ideally the engine shall not “die off” or stall

c. After stopping, the steering has to be turned completely before going forward or backwards

d. A student is allowed to stop only once while either moving forward or backward

Part 3 (Road Test)

Most institutes have at least 2 routes for road test. These routes take a minimum of at least 15 minutes each to complete.

The assessment forms used by the institute’s internal testers are more or less similar to test assessment forms normally used by JPJ or Road Transport Department’s testers on the real practical test day.

A candidate undergoing the Q.T.I. test, if found weak or fail in their Part 2 or Part 3 are Failed. These students will then have to undergo a further 1 or 2 hours of training prior to their being sent for their repeat Q.T.I. exam.

A further RM20 will be normally imposed by the institute to cover costs of conducting these Q.T.I. tests again.

The assessment form and the “Form SM 4”, when duly signed and attested by the institute’s internal tester, will now be ready to be handed back to the respective driving school instructor.

It can now be sent in to the office to be forwarded o the state Transport Department for registration purposes for practical tests later on.

Well, I have allocated quite a lot of time to explain in great detail with regards to how Q.T.I. tests are run at the level of driving institutes. It is therefore hoped, that in future, readers will refrain from asking about it anymore.

As from henceforth, readers of this blog will know what Q.T.I. stands for. Q.T.I. in reality denotes “Qualifying Test Conducted at the Driving Institutes”.

In the page, I want to share with you a comment from Brina from Melaka.

She wrote a comment on my blog back in 10th March 2016.

She is a new driving student and seems to have some challenges with her current driving instructor in Melaka.

Learning from an impatient driving instructor

Hi, Mr. Yap. Greetings from Malacca.

Thank you for being a dedicated teacher in the driving field.

If only you were my driving instructor, how nice would that be!

Unfortunately, I am not that satisfied with my driving instructor.

Please allow me to vent my frustrations a bit.

I started KPP02 yesterday.

My driving instructor asked me to complete 5 1/2 hours of lesson in one day.

Actually, it was definitely lesser than that. I feel cheated.

Worse still, he did not teach me properly and expected me to know how to drive, even though that was my first time driving.

For example, I did not know that to stop completely, I have to free my gear and pull my handbrake first before releasing my brake.

He seemed frustrated when I did it wrong.

He didn’t explain many things in the first place but expected me to know.

To make it worse, he compared me to other students practising in the same circuit and said that they learned faster than me.

This only contributed to more mental and emotional distress.

Actually, if he is willing to explain to me, I am very eager to learn.

What do you think, Mr. Yap, is it me who is stupid, or he should be more responsible in his teaching?

I really don’t like to talk bad about other people but it seems to me that all he wants is to earn money.

Therefore, I am comtemplating to change my driving instructor.

Is it too late to do so now?

I want to learn KPP03 from another driving instructor.

I think I have to take extra classes for KPP02 too.

I haven’t paid my current instructor for KPP03.

So far, I have only paid to him the fees for KPP01 and KPP02.

If the instructor is from another institute, would I have to pay additional fees?

What if the instructor is from the same institute?

Is there anything that I have to take note of when changing instructor?

If I watch YouTube videos and read driving articles on the Internet, do you think it will help me at least a bit?

On another note, now that S-course and Z-course are added to KPP02, do you have any plans to update your e-book?

Brina, what you’ve faced is not new.

In fact, it is normal and usual that learners are never satisfied with instructors who teach them.

After all, the prophet is never acceptable in his own country, so the saying goes.

I agree, some of the comments uttered by your instructor were uncalled for, but for sake of you and your instructor’s sake, try to be more understanding.

Remember, changing instructor or for the matter institutes, will incur lots of inconveniences and not to mention additional cost.

I know because I have been in this field for more than 50 years.

Puspakom Inspection

The public may not be aware but the Road Transport Department (R.T.D.) makes it compulsory for vehicles used for driving tuition purposes in its driving institution industry to be inspected once every six months.

Driving institutes vehicles like all other vehicles used in the transport sector, express buses, lorries, trailers, vans and school buses, all have to undergo stringent inspection procedures by the Puspakom authorities from time to time.

Driving institutes or driving schools’ vehicles, which cannot undergo the scheduled check ups will be penalized a sum of RM200. Prior permission has to be obtained from the relevant authorities should a vehicle be unable to make it for an inspection.

The question of a driving school vehicle not being sent for an inspection does not arise.


For your information, an inspection charge for an initial inspection exercise is RM50. If a vehicle should fail the above exercise, subsequent charges will be RM25.

If you are a registered driving school instructor like myself, who is in possession of a qualified certificate (S.M. 3 or Sijil Mengajar 3) to teach students and you own a vehicle belonging to institutes these days, one of the most problematic headache you will confront is the question of having to send your vehicle for inspection every 6 months to the Puspakom authorities.

Talking about inspections in Selangor alone, I understand that Puspakom has inspection centres at places such as Wangsa Maju, Kampung Jawa and also at Kampung Sungai Manggis, near Banting town.

Most of these inspection centres open as early as 8.00am It is reported to stay open until 6.00 or 7.00 pm in the evening. Some inspection centres are even opened until later in the evening.

Before talking more about inspection procedures a person has to undergo, permit me to inform you of the things a driving instructor or representative has to bring along to the Puspakom inspection centres mentioned earlier above.

Basically, you will have to make sure you bring along the documents mentioned below:-

i) Letter of authorization from the institute or driving school to which you are attached to. Without this letter the Puspakom authorities may likely disallow you to do your inspection.

ii) Bring along also your vehicle registration card. As the above document is normally kept by the institute or driving school, see to it that you get hold of this important document from your office a few days before the inspection exercise takes place.

iii) Lastly, bring along Puspakom’s previous last inspection report VRI.PIN 1/2007 with you too. A failure to bring along the above report might very well disqualify you for an intended scheduled inspection.

Having got all the above documents or letters that are required, what then are the steps or procedures that you have to make to your vehicle?

Some steps you’ll have to take to prepare your vehicle for an inspection exercise:

If you own a rather old vehicle like this instructor does, you are advised to send it for repairs by your personal mechanic. The things you’ll have to inspect are:-
i) ball joints
ii) brake conditions (front and back)
iii) do your alignment exercise
iv) balance your tyres
v) ensure all 4 tyres of your vehicle are in good condition
vi) have your vehicle serviced a few days before the inspection exercise, as the authorities will inspect your vehicle’s casis number and engine number too

Should you own a rather new car for driving instruction purposes, then obviously you’ll not be faced with too many problems at all. Some instructors own cars such as Viva or MyVi models. These people will have lesser headaches to solve, I think.

One last advice which I would like to give to readers, especially fellow instructors sending their vehicles for inspection is to ensure that amongst other things your vehicle has:-

a) A jack and other paraphernalia such as emergency triangles as well.
b) According to an experienced runner who has been in the field of inspecting vehicles for years, a Mr Ah Lai, 58, tyre pressures should ideally be lower, say 23 or 24 psi.

Whatever it is, 4 or 5 things about your vehicle should be in good order and they included your tyres, alignment, your engine and casis number which should easily be ascertained by the Puspakom authorities.

Rest assured your vehicle will then be able to pass the inspection test. Anyway should your vehicle fail to get through the initial test, do not despair. It’s not the end of the world. Come for another subsequent test.

Repair back whatever is wrong with your vehicle and send it in for another inspection. Well, it only costs RM25 anyway!

Assuming that your vehicle gets through its inspection exercise, you’ll then be given Puspakom’s disc for inspection done. This disc will then have to be pasted on to your vehicle’s front windscreen to prove to the authorities that is the police and R.T.D. or J.P.J. people that your vehicle has indeed undergone the required 6 monthly inspection exercise!

With it, no action will therefore be taken against you.

Driving Refresher For Manual & Automatic Car

Why do people need a driving refresh course?

From our experience, many Malaysian secured their license but did not drive for a long time. Some may had accident in their early days of driving and that has affected their confidence on the road.

After some time, due to changes in priorities, they are required to overcome their fears and sit behind the steering wheel again.

For foreigners living in Malaysia, they may need refresher lessons because they are not familiar with the traffic rules and regulation in Malaysia. Some may only need a person to guide them around the streets of Kuala Lumpur.

Before you take up a driving refresher course, your license has to be VALID. If it has expired, you’ll need to renew it first.
