Malaysian Probationary Driving License (PDL)

Where is the number on a Malaysian driving license?

A reader of this blog actually asked this question.

I got very curious and took out my driving licence to have a look.

As it turns out, the new Probationary Driving License (PDL) and Competent Driving License (CDL) both have no numbers.

I thought the number might be at the back the license.

But there is only a small card serial number at the top right corner.

Your license number

I had a hypothesis, I believe our Malaysian driving license number is linked to our identity card (IC) number or Nombor kad pengenalan.

How do I test my hypothesis?

I did a test to check my license expiration date.

JPJ portal

Jabatan Pengangkutan Jalan portal

I went to the Jabatan Pengangkutan Jalan (JPJ) official portal to check my driving license expiration date.

You can also check out the portal by clicking here.

The JPJ portal required that I choose an ID category.

The categories listed are:

  • Temporary resident (MYKAS)
  • Permanent resident (PTM)
  • Malaysian public (MYKAD)
  • Police (POL)
  • Military (TEN)
  • Non Malaysian (LLN)

When I’ve selected the Malaysian public (MYKAD) option, I am required to enter my IC number.

I did a search and the portal showed my driving license expiration date.

Therefore, my test showed that my driving license number is linked to my IC number.

As far as I know, the identity card number issued by Jabatan Pendaftaran Negara (JPN) is unique.

No two person in Malaysia would have the same identity card number.

I’ve made a conclusion, our driving license number is linked to our identity card number.

Do you agree?

However, do not take my sharing above as the truth.

If you still have doubt and do not know where your driving license number is located, by all means, call Jabatan Pengangkutan Jalan (JPJ) and speak to one of the officer there.

Ask them your question and get your confirmation from them.

Easy car road tax holder

Is there a better way to stick the car road tax on the wind screen?

When it is time to change your car road tax, do you face difficulties trying to remove the old road tax from the wind screen?

Every time I had to change the road tax sticker on my car, I found it very difficult to remove the old road tax.

The new road tax sticker is also very thin and flimsy and can tear easily.

Recently, I found a simple solution to my problem to stick and remove the car road tax sticker on the windscreen.

It is a nice and clear piece of acrylic plastic with small suction cups at the corners.

As you can see, the car road tax sticker can be stick neatly on the surface.

The acrylic plastic can then be easily attached and removed from the car wind screen with the suction cups.

It is a simple solution for a problem I believe many car owners have.

The wrote the Rutin Pemeriksaan Kenderaan Part I and Part 2 earlier. This article is Part 3.

Driving School

Step 1:  Opening the Booth, say it has a:

  • Jack
  • A tyre opener
  • An emergency triangle.
  • A spare tyre (with air), still usable

Step 2:  Next , squatting beside the back, Left tyre, put your hands round it, saying :-

  • The tyre has no Nails.
  • Tyre is good.
  • Pressure is perfect.

Step 3:  Standing between the Front / Back doors on the left hand side, say “Both doors has No Accidents”  Still usable.

Step 4:  Side mirrors, the left side mirror still usable.

Step 5: Left hand Indicator is still goods, it’s usable.

Step 6: Finally, move to the Front part of engine. Inform tester you’re checking 10 important parts of the engine.

Start on the Right . Point to the battery. Battery new. This is a dry cell battery.

Next, move to “Rain water gauge”. Water here is sufficient, not necessary to fill it.

The “Reserve water container “ is Full. Unnecessary to fill it.

Next, say “the Engine hoses are in good order , no need to change them”.

Following, the Air-con and Engine belting are in good condition.

Finally, the Brake oil reservoir is full, no need to top up.

Lastly, check the Black oil / Engine oil,  pull up the Dipstick, check the level , normally, the oil is sufficient.

Your R.P.K. exercise has now ended.  Say “Thank you”  to the tester.

Before this section ends, you’ll have to do the Rutin Sebelum Memandu (RSM).

What to do upon entering the vehicle:-

Then. Check “dashboard” lights such as:-

  • temperature water
  • engine condition.
  • ECO (fuel saving)
  • Air bag.
  • Steering wheel condition.
  • Hand brake
  • Battery condition.

Description of interior parts of car:

  • Emergency Triangle
  • Front Lights
  • Wipers
  • Signal lights
  • Hand brake
  • Foot controls (clutch, brake & accelerator)
  • A manual car has 6 Gears & 1 Reverse gear

The RSM comprises roughly these items. Learn. And you can pass this part of the exam.

In the 1st Part of R.P.K. (Rutin Pemeriksaan Kenderaan), I stopped stopped explaining after asking candidates to put your palms on the “bonnet”.

RPK Driving School

Step 1:

With your hands placed firmly on the “Bonnet”, say: “The bonnet is in good order. No accident and can still be used”.

Step 2:

After that, you then place both your hands on the 2 front lights and indicators. Then says: “The 2 front lights and indicator are in good, working order, and can still be used”.

Step 3:

Squat down in front on the front bumper, say, “The front bumper is firm and can be used still”.

Point to the front number plate, say, “The front number plate can be read clearly, not necessary to change them”.

Following, a candidate is then asked to move to the Right hand side of the AXIA car.

Point to the Indicator Light, say, “This light in in good order, can still be used”.

Step 4:

Squat down on the right front tyre, put your palms round the tyre, saying, “The front tyre has no nails, the tyre is in good order, the pressure is sufficient”.

Step 5:

Point to the Right hand side mirror, saying, “The side mirror is in good order”.

Step 6:

Check the front window panes, switch on the ignition, manipulate the Front, Right & Left window panes up and down, then say, “The front window panes are function well”.

Then close the ignition switch.

Step 7:

Stand in the Centre between the Front and Back doors, say, “The Front and Back doors of the right hand side are in good order, no accidents, and still can be used”.

Step 8:

Finally, squat down beside the back (right) side tyre, put your hand round it, saying, “The tyre has no nails, pressure is good and tyre condition perfect”.

The Part 2 (R.P.K.) section is halted here.

In the next part of the R.P.K., I will explain about the back windscreen and the booth. The rest of the car will follow suit.

Slip

In one’s quest to get Driving Licence, a person has to do his/her 02 (5 1/2 hours) within an institute’s premises. Amongst other things, a student is taught:
(i) Going up a slope successfully
(ii) Side parking
(iii) 3 point turn
(iv) “S” manouver
(v) “Z” manouver

Before the above 5 items , a student has to be taught:-

(a) R.P.K. (Rutin Pemeriksaan Kenderaan)
(b) R.S.M. (Rutin Sebelum memandu)

A Failure in (a) R.P.K. or (b) R.S.M. is believed to disqualify a candidate proceeding further.

He/she is not allowed to do other 02 maneuver such as Slope, Side parking, 3 point turn , “S” and “Z”.

In this 1st part of R.P.K., I will make brief illustration on how a student can go about doing it Correctly, Fast and Clearly.

Step 1:

Stand at the Left hand side of the Perodua Axia car used.

Wish the tester “Good morning”.

Then introduce yourself, e.g. Lim TK, Candidate 50.

Then point to the “Road Tax Disc”, the disc can still be used.

Then, put both your palms on the front windscreen, saying:- “The windscreen is not broken, and can still be used”.

Thirdly, pick up one of the car wipers, and say “The wipers are in good order. They need not be changed”.

After this, a student then goes and stand in front of the car. You will have to put your hands on the “Bonnet”.

Can you use a driving license issued in Malaysia to drive a vehicle in Australia?

The answer is, Yes, you can.

But there are a few conditions which you have to meet.

Translate to English

According to Education Malaysia Australia:

An oversea driving license holder must obtain translation if the driving license is not in English language. You MUST either carry an English Translation or an International Driving Permit.

The first condition is to have your Malaysia driving license translated into English.

Malaysia old driving license

If you are holding the old version of the Malaysian driving licence, it is just a piece of paper laminated in plastic.

The details in the old license are printed only in Bahasa Malaysia.

When you renew your old license, you are issued another piece of laminated paper acting as a license extension.

The license extension has to be attached with your driving license in order for it to be valid.

The license extension is also printed only in Bahasa Malaysia.

In order to use your old Malaysia driving license in Australia, you have to translate your license details (front and back) into English.

Where to do the translation?

What is needed is an official translation.

You can use the Authentication of Documents and Notarial Service by the Ministry of Foreign Affairs, Malaysia.

New driving license

Is there a better approach to use Malaysian driving license in Australia?

Luckily, there is.

If you are still holding the old Malaysian driving license, change it to the new hard plastic type.

The new driving license has all the important information such as:

The best part is, the details are printed in both Bahasa Malaysia and English.

Even the driving class details at the back of the license are printed in Bahasa Malaysia and English.

Therefore, no more translation needed.

Probationary driving license

What if you are holding a Malaysian Probationary Driving License (PDL)?

Can you use your PDL to drive in Australia?

Your PDL is actually a full Malaysian driving licence.

It is just as valid as a Competent Driving License (CDL).

The only different is, you can’t use your PDL to apply for an international driving permit.

You can only use a CDL for that.

Australian permanent residence

If you are holding an Australian permanent residence (PR) visa, your situation is very different.

Based on Australian laws, driving on foreign license while holding an Australian PR visa is illegal.

What you need to do is apply for a local driving license.

Two-way agreement

Since you can use a Malaysian driving license to drive a vehicle in Australia, can anyone with an Australian driving license drive in Malaysia?

As a matter of fact, based on the two-way agreement between nations, yes they can.

The Australian driving license has been officially recognized to be valid in Malaysia by the Jabatan Pengangkutan Jalan (JPJ) or the Malaysian Road Transport Department.

Driving in Malaysia

If you are coming to Malaysia for holiday, to work or as a student, can your country issued driving license be used in Malaysia?

The answer is Yes.

However, there are a few conditions.

The conditions are:

1) Your license has to be valid, meaning it is not expired.

2) Your license has to be in the right vehicle class.

Meaning, if you hold a motorcycle driving license, you are allowed to ride only a motorcycle.

If you hold a car driving license, you can only drive a car.

3) Translate to English or Bahasa Malaysia.

If your driving license is not printed in English, you have to get the license details translated into either English or Bahasa Malaysia.

For how long?

How long can you use your local license to drive in Malaysia?

That is a very subjective question and honestly, I don’t think there is a fixed answer.

You can use your license to drive in the country, as long as it is not expired.

Get it converted

If you are planning to stay in Malaysia permanently or for an extended period of time, it is recommended that you convert your local license to a Malaysian driving license.

However, there are certain conditions you have to meet before the license conversion can be made.

Remember, driving without a valid driving license is a serious offence in Malaysia.

If you are caught by the traffic police for driving without a license, you will be summoned and asked to appear in court.

Probationary period

Malaysian driving license

As a probationary driving license (PDL) holder, you must complete a “probation” driving period of 2 years.

Within this 2 years, you must have a clean driving record.

No excessive Demerit points and obviously no traffic polis and JPJ summons.

PDL to CDL

How do you convert your P license to Competent Driving License (CDL) after 2 years?

For PDL holders, you are actually allowed to apply for the conversion to CDL 7 days before the full probation period.

To best option for the license conversion is to go the any Jabatan Pengangkutan Jalan (JPJ) office and do the conversion there.

The reason to do the conversion at JPJ office is you can get your new CDL within a couple of hours.

You can also ask to do your P license conversion to CDL at your driving school or institute, however, this will take a couple of days.

The driving school / institute will engage a runner to do the conversion process and obviously you will need to pay a fee for their service.

In the meantime, you don’t have a license to drive and may risk getting summons for driving without a license.

Documents needed

Changing P license to CDL is quite a straight forward process.

All you have to do is bring along your P license and a passport size photo with white background.

If you have the new Identity Card (IC), you can also ask the JPJ office to use the photo stored in memory chip.

The cost for CDL is RM30 per year.

You can renew your license to a maximum of 5 years.

The date of your CDL license expiration will be the same as your date of birth.

International driving permit

Remember, with your CDL, you can now apply for an international driving permit if you wish to drive in another country for an extended period of time.

What are the different class or category of Malaysian driving license issued by the Jabatan Pengangkutan Jalan (JPJ)?

The Malaysian Road Transport Department issues 13 types of driving licenses.

The different driving licenses are:

1) Class A

Vehicles for the disabled person or Orang Kurang Upaya (OKU).

2) Class B

The class B license allows the holder to ride a motorcycle of all engine displacement.

3) Class B1

For B1, a license holder can ride motorcycles not exceeding 500 cc.

4) Class B2

A license holder can ride motorcycles not exceeding 250 cc.

5)  Class C

If you want to ride a motorized tricycles on Malaysian roads, you will need to get a Class C license.

4) Class D

Class D license is for cars with unloaded weight not exceeding 3500 kg.

The general Class D license is for manual transmission car.

If you are planning to drive only automatic transmission car, you will be issued the Class DA license.

5) Class E

Class E license holder can drive trucks or lorry of all classes.

6) Class E1

Class E1 license holders can driven trucks or lorry with unloaded weight not exceeding 7500 kg (BTM 7500 kg).

7) Class E2

Class E2 license holders can drive trucks or lorry with unloaded weight not exceeding 5000 kg (BTM 5000 kg).

8) Class F

For Class F, the license holders can drive tractors, lorry or light motorized machines (wheeled) with unloaded weight not exceeding 5000 kg (BTM 5000 kg).

9) Class G

Class G license holder can drive tractors or light chained motorized machines with unloaded weight not exceeding 5000 kg (BTM 5000 kg).

10) Class H

Class H license holder can drive tractors or heavy wheeled motorized machines with unloaded weight exceeding 5000 kg (BTM 5000 kg).

11) Class I

Class I license holder can drive tractors or heavy chained motorized machines with unloaded weight exceeding 5000 kg (BTM 5000 kg).

Malaysian driving license

Why would you want to convert your country issued driving license to a Malaysian driving license?

The main benefits for the license conversion are convenience and cost saving.

If you are planning to come to Malaysia for a holiday, do understand that you can use your country issued driving license to drive a vehicle in Malaysia.

As long as your license is valid, you shouldn’t have any issue.

If the license is not printed in English, it is recommended that you translate your license details to English so that our local authority such as the traffic police can understand it.

Staying for long term

If you are planning to stay in Malaysia long term for work purposes, or if you are planning to retire in Malaysia via the Malaysia My Second Home program, it is recommended that you convert your license to a Malaysian driving license.

As mentioned earlier, the benefits of the license conversion are convenience and cost saving.

If you are holding your local driving license, it may be very troublesome to get it renewed when it expired.

You would have to ask a friend or a family member at home to renew your license and then have it posted to your home in Malaysia.

How much time and cost would that incurred?

When you are holding a Malaysian driving license, the validity can be as long as 5 years.

When it is about to expired, you can renew your license online and have it delivered to your home within 1 day.

The license renewal cost is only RM30 per year.

32 countries allowed

Please note, only driving licenses from 32 countries are allowed to be converted to a Malaysian driving license.

This is based on the Two-Way Agreement between the selected countries and Malaysia.

The following are the countries allowed as per the Malaysian Road Transport Department:

  7. Holland
  8. Japan

  19. Fiji
  20. Libya
  21. Switzerland
  22. Philippines
  23. Mauritius
  24. Thailand
  25. Finland
  26. Egypt
  27. Turkey
  28. Hong Kong
  29. New Zealand
  30. Taiwan
  31. Iran
  32. Nigeria


What if your country is not in the list of 32?

Well, you have no choice but to go through the standard process to apply for a Malaysian driving license.

License conversion process

The following are the documents needed for the license conversion:

1) Your passport.

2) Your visa with a validity no less than 3 months.

3) Your country issued driving license.

4) If your license is not in English, a translation letter is required.

5) Endorsement from embassy of country of origin located in Malaysia.

6) Colour photo (25mm x 35mm).

7) Completed JPJ L1 form.

The cost for the conversion process is RM20.

Plus, the Malaysian driving license fee RM30 per year.

The license conversion document submission can be done at the state Jabatan Pengangkutan Jalan (JPJ) or the Road Transport Department.

Want to get a Malaysian vehicle driving license?

Before you can start taking driving lessons at a driving institute, the very first license you will need is a Learner’s Driving License (LDL).

The LDL is commonly known as the L-license.

The following are 12 facts about the Malaysian Learner’s Driving License.

LDL facts

1)  To get an LDL , first you will need to register with a driving school or driving institutes.

2) You have to attend the Kursus Kurikulum Pendidikan Pemandu KPP 01.

The KPP 01 will last for 6 hours.

3) You will need to sit for the Jabatan Pengangkutan Jalan (JPJ) KPP computer test.

4) After you’ve pass the KPP computer test, you can now take out your LDL.

5) The LDL cost is RM30.

6) The LDL validity is either 3 or 6 months.

7) LDL can be renewed but the maximum license validity is 2 years.

Meaning, you have a maximum of 2 years to complete your driving lessons.

After the 2 years time period, you LDL will be null and void.

You will have to sit through the 6 hours KPP 01 course and pass the KPP computer test again to get a new LDL.

8) When you have an LDL, you must display the L-sign on your vehicle.

9) You are only allowed to drive with the presence of a certified driving instructor.

10) LDL holders cannot carry any passengers.

11) LDL holders cannot carry any goods.

12) Lost LDL can be replaced at JPJ office
